 The UN Refugee Agency is battling the elements, massive logistical obstacles and daunting security challenges to help hundreds of thousands of people uprooted by conflict in western Sudan's Darfur region and eastern Chad. High Commissioner for Refugees António Guterres visited eastern Chad in December 2006 and West Darfur in April 2007. Guterres has repeatedly called for a multi-dimensional international presence to help strengthen security and facilitate aid distribution for refugees, displaced persons and aid workers in eastern Chad and north-east CAR. He welcomed a UN resolution in September 2007 to create such a mission, which will include at least 3,000 European Union troops. Twelve UNHCR-run camps in Chad house some 240,000 refugees from Darfur, while some 8,000 have decided to remain closer to the border. In addition, an estimated 180,000 Chadians have been left internally displaced in the south-east by inter-communal strife which erupted in 2005 and reflared in 2006 and 2007. Security is also a major issue in Darfur, where fighting - between government troops and the janjaweed militia on one side and rebel forces on the other - flared in February 2003 and by mid-2007 had left an estimated 200,000 people dead and about 2.5 million displaced within Sudan.
